It's certainly a valid interpretation, especially since as others have pointed out Gwen doesn't seem to know about Jack/Ianto, otherwise her "none of you have relationships" spiel wouldn't make any sense.
Yes, and she decided to point this because "outside" partners are more important than "inside" partners... Sorry, this is me being sarcastic, but Gwen continues to irritate me like hell.
Hm, for me, it sounded like she meant the relationship like her and Rhys. I somehow have a feeling, that she feels "superior" because of it. And would not put Jack and Ianto in the same "category".
Gwen made it clear in KKBB that Jack could have her if he wanted her. Jack asked Ianto out instead. Note that in this story Ianto feels in no way threatened by Gwen and Jack. He watches them like a boyfriend watching his lover fight with his lover's sister.
Considering Jack's decision in KKBB, I don't understand Gwen behavior. Why she feels the need to flaunt her and Rhys relationship at Jack face - like she's trying to say "look what you've missed". I certainly don't get the (supposedly) UST moments that now happen all the time between Gwen and Jack.
And to me, Ianto looked more like someone punched him in the gut...
But I guess, it all depends on one's interpretation.
