Are the writers really trying to show, that Jack has chosen Ianto just because he can't have Gwen? Or am I paranoid?

Ehh, technically she said none of you have any partners outside of this.

...I'm in denial that nobody knows about Jack and Ianto.

Yes, and she decided to point this because "outside" partners are more important than "inside" partners... Sorry, this is me being sarcastic, but Gwen continues to irritate me like hell.
